The project was intended to support Catholic Social Services Victoria , St Mary's House of Welcome and the wider Victorian social service sector to be better prepared to face the challenges to service delivery engendered by COVID-19. Adopting a mixed methods approach, information was collected through analysis of key service data and economic data and via interviews with numerous social service providers.
The final report showed that the COVID-19 crisis was not just a pandemic in public health terms-it has also been a pandemic of job loss and job market insecurity. Behind low headline unemployment figures have been falls in employment and labour force participation, as well as untold suffering generated by the Federal Government's exclusion of temporary migrants from basic social protection. The findings also show that COVID-19 has also increased demand for emergency relief and family violence services. COVID-19 left a 'scarring' social and economic effect on victims of job loss, women, migrants and refugees and on the capacity of social service providers to assist those left behind by our growth-oriented economy. The report calls for government to deliver a much higher rise in the JobSeeker payment, for new investment in public housing, and for renewed support for social service providers struggling with the decline of volunteers due to COVID-19.
